Greenhalgh's 2003 article documents that Song Jian's group cited Huibert Kwakernaak's 1977 paper in their own 1981 optimal-population argument
Susan Greenhalgh's 2003 Population and Development Review article ("Science, Modernity, and the Making of China's One-Child Policy," 29(2):163–196) states that the natural scientists constructing the "optimal population" argument later published in Song Jian's own 1981 work (an English-language New World Press chapter, per Greenhalgh's bibliography) "buttressed their radical proposals with citations to British and Dutch research suggesting optimal populations half the size of those nations' actual populations (Goldsmith et al. 1972; Kwakernaak 1977)" (p. 179). Greenhalgh's bibliography (p. 193) resolves the citation to a specific, findable document: Huibert Kwakernaak, "Application of control theory to population policy," in A. V. Balakrishnan and M. Thoma (eds.), Lecture Notes in Control and Information Sciences (Berlin: Springer-Verlag, 1977), pp. 359–378 — a full 19-page contribution to an edited volume, not a passing mention.
Kwakernaak was a University of Twente control theorist. This establishes, via a Tier 1 source read directly and published five years before Just One Child (2008) ever named Olsder and Kwakernaak in print, that a documentary transmission channel existed between the Twente control-theory circle and Song Jian's group: Song's own 1981 published argument cites Kwakernaak's 1977 paper directly.
This citation was already noted in passing by claim-clark-2016-dutch-work-phrases-absent-from-greenhalgh-2003-and-2005-articles while checking an unrelated question about A.E. Clark's sourcing; this note is the first to resolve the full bibliographic citation and connect it to the Olsder/Just One Child dating question. Kwakernaak's 1977 paper itself has not yet been read directly by any vault session.
