Greenhalgh's 2005 China Quarterly article independently cites Kwakernaak 1977 and Olsder & Strijbos 1976 as the source of Song Jian's optimal-population target
Susan Greenhalgh's 2005 China Quarterly article "Missile Science, Population Science" — already the vault's cited source for the Liang Zhongtang quote in claim-greenhalgh-2005-quote-names-liang-zhongtang-as-outspoken-critic — independently carries its own citation of Huibert Kwakernaak's 1977 paper. In its section "A Sinified Cybernetics of Population," describing how Song Jian's group built its "optimal population" argument: "Inspired by some little-known Dutch work that Song had discovered in Europe, Song and Yu posed the optimization problem for population as finding the best fertility trajectory that would produce a future ideal population target" (p. 266), footnoted to Kwakernaak 1977 and "G.J. Olsder and R.C.W. Strijbos, 'Population planning: a distributed time optimal control problem'" (1976) (n. 43, printed wholly on p. 266). A second sentence one page later repeats the pairing with Goldsmith instead of Olsder–Strijbos: "the proposal to shrink the Chinese population by one-third followed British and Dutch research suggesting the desirability of reducing those nations' populations by about 45 to 65 per cent" (p. 267), footnoted "Kwakernaak, 'Application of control theory,' p. 365; Edward Goldsmith et al., Blueprint for Survival" (1972) (p. 267) — the identical Goldsmith-plus-Kwakernaak pairing already on file from Greenhalgh's 2003 article's version of the same fact.
This is the second Greenhalgh publication, not the first, to carry this citation independently: the 2003 Population and Development Review article documents it at p. 179; the 2005 article documents it again at pp. 266–267, in different words, inside a different narrative arc. This footnote 43 quotation already sits in the vault, captured for an unrelated purpose (identifying A.E. Clark's unnamed "Dutch authors"), in claim-clark-2016-dutch-authors-identifiable-as-olsder-and-strijbos; this note is the first to record it as independent corroboration of the Kwakernaak-citation fact itself, from a second document, rather than as evidence toward Clark's identity puzzle.
This footnote 43 (p. 266) sits eight pages after, and in the same "Song discovers Europe" narrative arc as, footnote 17 (p. 258) — the footnote dating Song's European encounter to 1978, sourced to Song's own 1986 essay. The two footnotes cite different documents for different sub-claims — this one identifies what Dutch work Song's optimal-population mathematics drew on; the other establishes when Song encountered it — and are not substitutable evidence for each other: footnote 43's sentence ("Inspired by some little-known Dutch work that Song had discovered in Europe") asserts the "Europe" framing without its own citation, leaving the 1978 dating dependent entirely on footnote 17 and the same unread essay.
