Jay Forrester

American engineer (1918–2016) who invented magnetic-core computer memory at MIT in the early 1950s and went on to found System Dynamics, a computer-simulation method for modeling feedback in economic, urban, and industrial systems. His 1969 Urban Dynamics and 1971 World Dynamics — the latter commissioned after he convened a 1970 MIT conference "organized for the Club of Rome" — argued that systems models could produce policy-relevant conclusions that ran against conventional wisdom.

Matters to this vault as the uncredited methodological ancestor of Song Jian's "Sinified cybernetics of population": the same Club-of-Rome modeling lineage Forrester originated is the one Song adapted into China's one-child-policy case eight years later. Forrester also ran his own "counterintuitive" systems argument on a national legislature first — testifying to the US Congress in 1970 that low-income housing programs worsen urban poverty — making him a direct point of comparison for how far a systems model's authority over policy actually extends.
